Ukraine blocks 450 Russian pirate sites as part of the Clean Sky initiative

The "Clean Sky" Initiative (CSI) has unveiled its key achievements for 2025, detailing a multi-pronged strategy to protect intellectual property, combat Russian propaganda, and hold domestic violators accountable.

The majority of malicious media services and pirate resources accessible in Ukraine are of Russian origin. These sites not only violate copyright but also serve as vectors for hostile propaganda and illegal content, while posing a threat to users' personal data.

In 2025, following appeals from the CSI, the National Council of Television and Radio Broadcasting of Ukraine has banned 17 Russian media services. This includes 14 streaming sites and online television services that broadcast Russian TV channels, and three major networks of pirate movie sites (KINOBAR, TARTUGI, and UZOR). In total, 49 media services from the aggressor state are now blocked in Ukraine, with over 80% of these blockades facilitated by the CSI.

Overall, 456 pro-Russian and pirate websites have been prohibited this year. Among them are 324 mirror sites of previously blocked resources, 127 new pages, and 15 online television sites broadcasting Russian channels.

While a ban by the National Council is crucial, it is ineffective without internet service providers (ISPs) enforcing the block. The CSI actively monitors compliance with these decisions and reports any violations to the regulator. Notably, these checks on providers are conducted unscheduled; 15 such inspections have already been carried out in 2025.

Another key focus of the Initiative is depriving pirate resources of advertising revenue. To achieve this, sites are added to the "National List of Websites Causing Concern Regarding Intellectual Property Rights Compliance." This list is part of the international WIPO ALERT database administered by the World Intellectual Property Organization (WIPO).

This year, at the initiative of Studio 1+1, several major pirate platforms were added to the list, including hdrezka.info, kinogo.pro, and baskino.fm. Soon, new sites belonging to popular pirate movie groups will be added. This allows advertisers to avoid collaborating with resources that distribute content illegally. Notably, some sites have ceased operations entirely after being blacklisted.

In a significant legal development, the Zboriv District Court issued a guilty verdict in August 2025 against a man who sold media set-top boxes providing access to Ukrainian TV channels without a licensing agreement with the rights holders. He received a three-year prison sentence with a one-year probationary period, signaling that copyright infringement will not go unpunished.

The CSI, in cooperation with law enforcement and the legal team Smartsolutions, is currently overseeing more than 40 criminal proceedings initiated against content thieves across various regions of Ukraine.

"Blocking pro-russian and pirate resources is a continuous and vital process," said Vyacheslav Mienko, head of the anti-piracy "Clean Sky" Initiative and Deputy General Director for Legal Affairs at 1+1 Media. "It means not only protecting the rights of content producers in Ukraine but also supporting our national information security. It is particularly concerning when our own citizens commit such violations. The CSI collaborates with regulators and law enforcement to foster a culture of consuming legal content in Ukraine and to prevent the spread of hostile narratives through pirate sites."
